RALEIGH | The North Carolina House speaker says he doesn't know whether the state will appeal a federal judge's ruling on a budget provision that prevents it from withholding money from Planned Parenthood until the health care provider's lawsuit is resolved. Speaker Thom Tillis said Wednesday legislative leaders are talking with the state Attorney General's Office after a federal judge issued an injunction that for now will keep public money going to Planned Parenthood and its affiliates to provide non-abortion services.
